The City of Rochester is responsible for assessing all properties in the city. The assessed value of each property is supposed to equal the sale value of that property. Most homes and small commercial buildings are assessed at sale value, but most large buildings are assessed far below market value. Therefore, before the City cuts any more essential services, we the undersigned ask the City to fairly assess all properties, using sale value and construction costs as guidelines. We also ask the City to collect fair taxes from all properties.
