Bills being proposed this session in the CT State Legislature impose a statewide property tax and restrict local zoning control.

SB 171 "AN ACT ESTABLISHING A STATE-WIDE TAX ON REAL PROPERTY" proposes a "mansion tax" on all properties assessed over $300,000

SB 1024 "AN ACT CONCERNING ZONING AUTHORITY.." mandates "by right" multi-family housing in a half-mile radius around train stations and main street. It also permits "by right" additional dwelling units on every single-family home. It disallows car garages over two cars and subordinates local zoning to state plans. The 27 pages of the bill impose a large number of restrictions on what towns and communities cannot do and have to do.

These bills will have a serious negative impact on development in our towns. These bills are an attempt to urbanize and increase density in Connecticut towns. Our communities cannot afford a new statewide tax. You could have multi-family apartments develop around your single-family home, and you and your town would have no control. This will have a negative impact on property prices in many pockets of our real estate market. It can create more stress on school systems and further increase property taxes. What is more puzzling is that it would not create any affordable housing but exert downward pressure on real estate prices - the most important asset of many in our community.
