PETITION TO AMEND THE ROCHESTER ZONING CODE AS TO THE NEIGHBORHOOD CENTER (C-1) ZONING DISTRICT OR ALTERNATIVELY TO IMPLEMENT A DESIGN OVERLAY DISTRICT, AND FOR AN IMMEDIATE SIX-MONTH MORATORIUM.

A. Amend the City of Rochester Zoning Code to limit the height of buildings to no more than three above-grade stories within the Neighborhood (C-1) Zoning District,

or alternatively,

B. Implement a design overlay district for Mt. Hope Ave. north of Elmwood Avenue limiting the height of buildings to no more than three above-grade stories.

FURTHER, in order to allow sufficient time for the foregoing alternatives to be considered and for one or the other to be implemented, the signed citizens petition the City Council to impose a MORATORIUM preventing buildings of greater than three above-grade stories, to take effect immediately and to last for a period of six months, or such other time as the City Council deems appropriate.
