Xoloitzcuintle breeders and owners are concerned about the fate of the coated Xoloitzcuintle. FCM has imposed a DNA restriction requiring breeders to DNA test the entire litter and parents if a breeder desires to register a coated Xoloitzcuintle. This punitive restriction is not logical for the following reasons:
DNA testing does not validate the heritage of a dog just the parentage. Therefore DNA testing does not validate the origin of the coated Xoloitzcuintle just that they are a xoloitzcuintle because they are born of two registered Xoloitzcuintle parents. Consequently, there is no need to test the other siblings--just the coated and the parents.
FCM is allowing breeders to still register the litter of hairless just as long as the coated is not registered. This then allows questionable bloodlines into the Xoloitzcuintle registry since no testing is required if the coated are not registered. These hairless are still siblings or half siblings of the coated Xoloitzcuintle.
The petitioners are requesting for FCM to:
1a. DNA test all Xoloitzcuintle without consideration to coat type if the concern is parentage and not the duality of the breed.
Or
1b. DNA test only the coated and the parents to validate the coated Xoloitzcuintle acceptance of their duality. This restriction should be lifted after the registration of 100 coated Xoloitzcuintle. This will validate that Xoloitzcuintle possess a duality through coated and hairless varieties.
And
2. FCM to allow the late registration of coated Xoloitzcuintle since the imposing of this punitive restriction as long as the parents are DNA tested along with the presented coated Xoloitzcuintle and the parentage is validated.
