Hilltop Park, at the top end of Lookout Drive, has become a magnet for illegal substance abuse, underaged drinking, vandalism, loud partying and littering. The irresponsible people who are drawn to the park race up and down our streets, burning rubber and creating mayhem. These reckless groups pose a very real danger to pedestrians, motorists and kids of all ages who walk, play, and ride bikes or skate boards. These trespassers are likely under the influence of alcohol or drugs while entering and exiting our neighborhood. They don't obey the "no trespassing" signs. They don't obey CA laws. They don't respect property. They have little regard for safety and human life.


Ask yourself: DO I WANT THESE LAW BREAKERS INVADING MY NEIGHBORHOOD AND USING HILLTOP PARK AS THEIR FAVORITE HANG OUT SPOT?

Hilltop Park is attracting a nuisance. The large boulders, visible from Douglas and Vandergrift, might as well be a huge painted bullseye for these miscreants. They drive in from surrounding areas to get drunk and/or high right in our own backyard!

This petition seeks to IMPROVE Hilltop Park by making it less attractive and accessible to trespassing thugs. The Oceanside PD, Neighborhood Policing Unit, has offered the following recommendations:

1. Increase lighting within the park with permanent or motion activated security lights.
2. Fence and gate the park with a key fob entry system similar to the one installed at the pool.
3. Align park hours with Oceanside City park hours (dusk until dawn VS the current posted hours of 0600-2200).
4. Time irrigation sprinklers to run during hours of darkness. A representative of First Service Residential recommended motion activated sprinklers to be set for hours of darkness.
5. Trim the larger trees and bushes back so they create less hiding places.
6. Remove the large boulders.
7. Patrol the park with contract security persons.

According to our HOA Board of Directors, #6 is forbidden due to zoning or environmental regulations. The Board has increased security guard presence during limited hours and ONLY in summer months. #7 only works when a guard is present. There is no specific time of day or year when criminal activities peak. The law breakers are as steady as our southern CA climate.

Even if you never use the park, these same lawless and dangerous individuals drive past your residence on their way to and from Hilltop. WE ARE, ALL OF US, AFFECTED BY THIS.

By signing this petition, you are simply voicing your support for the Arrowood HOA Board of Directors to TAKE SOME KIND OF ACTION. You are NOT necessarily choosing any one or all of the recommendations offered by Police. Rather, you are letting it be known that you want SOMETHING done to deter criminals from selecting our quiet, peaceful neighborhood as a base from which to operate.

Thus far (over the past two years), the Board has expressed little interest in this very real threat to our safety and completely reluctant to examine the other options offered by Police and First Service Residential. Their passiveness was expressed during the most recent HOA meeting (03DEC2014) when the President pointed out as many reasons as he could why "nothing can be done".

Let the Board know we won't stand for such a defeatist attitude. Please sign our petition.
