
Reform the IPP Sentence


The IPP sentence is inhumane. A prisoner serving an IPP sentence is obliged to prove he is no longer dangerous. This is achieved by attendance upon courses and through showing a change of attitude. The number and frequency of courses is so limited that for some courses, deemed to be essential, there is a 3 year waiting list. A priosner cannot be certain that by following the sentence plan he/she will be released. Sentence plans are added to almost at a whim. The Parole Board makes the decision as to whether or not a prisoner ought to be released. The Parole Board is risk adverse and so will recommend further courses to avoid taking a risk on a prisoner. The recidovism rate for lifers is 1%. IPP prisoners should know when they enter prison when they are to be released. The IPP sentence should be reformed.
