Mr. Muhammad Raed Al-Tawil, a volunteer, board member of the Syrian Arab Red Crescent-Damascus Branch (SARC), First Aid squads’ leader in Damascus and Rural Damascus, a husband and father, was arrested by the Syrian authorities on Thursday the 08th of November 2012, right in front of Damascus Branch office in Abou Roumaneh - Damascus. 36 year-old Al-Tawil is married, has a 4 years old son and has been volunteering for the Syrian Arab Red Crescent for more than 18 years. During his long career as a volunteer he occupied several leading roles in the youth department as well as on the SARC National level. Among other participation, he had contributed and led the SARC responses to the Zaizoun dam collapse disaster 2002, to the war on Iraq and Iraqi refugee relief 2003-2010, and to the 2006 Lebanese war and refugee relief. In the past year and a half until his arrest, Al-Tawil was the coordinator of the first aid service provided by SARC to all injured and sick in from all parties in Damascus and Rural Damascus, committing by doing so to the principle of neutrality, one of the seven fundamental principles of the Red Cross Red Crescent Movement. Al-Tawil suffers from a previous injury in the back due to a previous SARC mission and hence he is in constant need of medical care and medications. We believe that there is a crucial threat to his health and life. Jihad Hakimy, Moustafa Haj Ibrahim, and many other colleagues of Al-Tawil, are volunteers in the movement being held detainees by the authorities. We call on the Syrian authorities to immediately release Mohamad Raed Tawil and all other relief volunteers and workers. M. Muhammad Räed Al-Tawil, secouriste volontaire au Croissent Rouge Arabe Syrien et membre du Conseil (CRAS), chef des équipes de premiers secours à Damas et de sa banlieue a été arrêté par les autorités syriennes le jeudi le 08 Novembre 2012 à Damas, juste devant les bureaux du CRAS dans la quartier d’Abou Roumaneh Räed Al-Tawil, 36 ans, est marié et père d’un enfant 4 ans. Il est bénévole au sein du CRAS depuis plus de 18 ans. Durant sa longue carrière de bénévolat, il a occupé plusieurs fonctions de premier plan au CRAS dans le département de la jeunesse à Damas ainsi qu’au niveau national. Il a assuré également des fonctions de direction dans nombreuses missions de secours menées par le CRAS durant les dernières années, parmi lesquelles : l’effondrement du barra ge Zaizoun en 2002, la guerre en Iraq et l'aide portée aux réfugiés irakiens entre 2003 et 2010, la guerre du Liban de 2006 et l’aide aux réfugiés libanais. Depuis mars 2011 et jusqu’à son arrestation, Räed Al-Tawil a occupé le poste du Coordinateur Général des services de premiers secours assurés par le CRAS à Damas et sa banlieue, à tous les blessés et les malades dans le respect absolu du principe de neutralité, l'un des sept principes fondamentaux du Mouvement international de la Croix-Rouge et du Croissant-Rouge. Suite à une précédente mission du CRAS, Räed souffre d'une blessure au dos qui nécessite un suivi et un traitement médicaux permanents et nous estimons qu’il y a une réelle menace pour sa santé et sa vie. Les coéquipiers de Räed Al-Tawil : Jihad Hakimy, Moustafa Haj Ibrahim et de nombreux secouristes volontaires au sein du mouvement sont également détenus par les autorités syriennes. Nous appelons les autorités syriennes à libérer immédiatement Mohamad Raed al-Tawil ainsi que tous les volontaires et travailleurs de secours du CRAS. محمد رائد الطويل، متطوع وعضو مجلس إدارة منظمة الهلال الأحمر العربي السوري وقائد فرق الإسعاف في محافظتي دمشق وريفها، زوج وأب، اعتقل من قبل السلطات السورية يوم الخميس ٨ تشرين التاني ٢٠١٢ من أمام مقر فرع دمشق لمنظمة الهلال الأحمر. رائد الطويل البالغ من العمر ٣٦ عاماً، متزوج ولديه طفل عمره أربعة أعوام، أمضى أكثر من ١٨عاماً في الخدمة التطوعية ضمن الهلال الأحمر العربي السوري. خلال سنوات عمله التطوعي الطويلة شغل رائد الطويل عدة أدوار قيادية في قسم المتطوعين الشباب وعلى الصعيد الوطني للمنظمة. من بين هذه المشاركات، مساهمته في إدارة استجابة الهلال الأحمر لكارثة انهيار سد زيزون عام ٢٠٠٢، و الحرب على العراق وإغاثة اللاجئين العراقيين عام ٢٠٠٣-٢٠١٠، وكذلك في الإستجابة للأزمة اللبنانيه في ٢٠٠٦. خلال العام والنصف الماضيين وحتى اعتقاله، شغل رائد الطويل منصب منسق عمليات استجابة الخدمة الإسعافية التي قدمها ويقدمها الهلال الأحمر العربي السوري لجميع الجرحى والمرضى من كافة الأطراف في محافظة دمشق وريفها، ملتزماً بمبدأ الحياد، أحد المبادئ السبعة الأساسية للحركة الدولية للصليب الأحمر والهلال الأحمر. يعاني رائد الطويل من إصابة سابقة في الظهر إثر حادث أثناء قيامه بمهمة إسعافية، وهو بحاجة مستمرة إلى الرعاية الطبية والدواء. ونعتقد أن هناك خطراً حقيقياً على صحته وحياته. جهاد حاكمي ومصطفى الحاج ابراهيم، والعديد من زملاء رائد من المتطوعين، معتقلون من قبل السلطات السورية. نطالب السلطات السورية بإطلاق سراح رائد الطويل وجميع عمال ومتطوعي الإغاثة في سوريا فوراً.
