Petition to maintain current municipal code in Grand Lake
This petition is to keep the city municipal code as is. The private horse owners of Grand Lake currently clean up any excrement left by their horses on the boardwalk and the four foot gravel easement between the boardwalk and road. Said owners enjoy being able to ride into town and patronize local businesses and attract more business by the presence of horses in the rural western mountain town. Current Municipal code states in Article 8-1-1 Definition, section (G) and (I)
(G) Livestock: Cattle, sheep, horses, rabbits, poultry, or any other similar animals.
(I) Pet Animal: Shall include dogs, cats, rabbits, rodents, birds, reptiles, and any other
species of animal which is sold or retained as a household pet but shall not include
skunks, nonhuman primates in excess of eight (8) pounds in the Town of Grand Lake
and any other species of wild, exotic or carnivorous animal that may be further
restricted in this law.
It further reads in Article 7-3-6 Littering, Section (B)
(B) It shall be unlawful for any person to allow their pet animal to deposit excrement upon
any street, alley, sidewalk, public grounds, or another’s private without disposing of it
in an appropriate receptacle immediately thereafter.
Per the town’s own municipal code horse excrement is not a citable offense. Despite this, the code enforcement officer called the Grand County Sheriff’s Office and cited a local horse owner and harassed said owner about riding their horse into town even suggesting that they no longer bring horses into town. The town Code enforcement employee also threatened to have the owner cited for tying a horse to town property. When asked to show which code was being violated said employee could not produce a proper code, this employee then stated that being on the boardwalk was a citable offense, again a municipal code was not produced.

We the undersigned, residents and business owners of Grand Lake, Co respectfully petition the board of trustees for Grand Lake to support private horse owners and their right to ride through town. As a community we support private horse owners. As business owners we appreciate their patronage and our customers enjoy seeing real “cowboys” ride through town. We believe it adds to the feel of an authentic western town, which tourists also enjoy.
As aforementioned said horse owners will agree to keep up their end and take care of all excrement that may be dropped on the boardwalk or gravel easement between boardwalk and road. We promise to uphold this as a courtesy to pedestrians and out of respect for businesses.
