According to the Nation's Report Card 2022, 63% of New Hampshire's 4th grade students are not proficient readers. The percentage of students in New Hampshire who performed at or above the NAEP Proficient level was 37 percent in 2022. This percentage was not significantly different from that in 2019 (38 percent) and in 1998 (37 percent).
Currently used programs and popular instructional practices have been disproven and are failing New Hampshire's students. The passing of HB 437 is needed to ensure that our children are provided with evidenced-based instructional methods and materials that will help them achieve reading success.
