We need to have mandatory Identification chip for animals. There are animals all over the world who being abused and tortured with extreme neglect. We need to start canvassing wellness check to homes for the well being of animals. If they were a chip, we would be able to track the owners and seek criminals charges against them with restitution and fines and be entered into a database as animals abuser.

There are many unregistered and puppy mill farms. This would help implemented some sort of law in place. People who abuse animals are likely to hurt an than a human being. This will get that abuser and being the charge for there crimes against a helpless animal.
