We the undersigned, request that the Government of the Portuguese Republic urgently assists in helping NELSON CARLOS CRUZ MENDES be transferred under the Council of Europe’s Convention on the Transfer of Sentenced Persons from the USA to his homeland, Portugal. Nelson has already spent over 2 years in the American prison system, and his health has been suffering greatly due to serious negligence on the part of the Federal Bureau of Prisons including unwarranted lengthy periods in solitary confinement. This, coupled with being so far away from the support mechanisms of his family and friends, has also had a negative impact on his mental health. As a key European Union nation, playing an active role on the international arena, Portugal has a long tradition of upholding the human rights of all its citizens at home and abroad, and we ask that the same protection is accorded to Nelson. Nós, infra-assinados, vimos requerer ao Governo da República Portuguesa que, com base na Convenção do Conselho da Europa sobre Transferência de Pessoas Condenadas, auxilie, urgentemente, na transferência de NELSON CARLOS CRUZ MENDES, dos Estados Unidos da América para sua terra natal, Portugal. Nelson já cumpriu mais de dois anos de reclusão no sistema prisional norte-americano, e seu estado de saúde vem sendo seriamente afetado, principalmente em virtude da negligência do Bureau Federal de Prisões, incluindo longos períodos de confinamento solitário. Isso, somado ao fato de estar tão distante do apoio de sua família e de seus amigos, tem produzido negativo impácto sobre sua saúde mental. Portugal, na sua condição de importante nação da União Européia, desempenhando ativo papel na arena internacional, detém longa tradição de defesa dos direitos humanos de todos os seus cidadãos, no país e no exterior, pelo que reclamamos a mesma proteção a favor de Nelson.
