On 02/12/2019 Texas State Representative Matt Shaheen, District 66, filed HB 1705, which states to abolish the regulation practices of Barbering and Cosmetology. If HB 1705 were to pass, all Texas Barber and Cosmetology licenses would no longer be valid or required as of September 1, 2019. Included under Cosmetology are Manicure/ Nail Tech, and Esthetics. This would be an insult to the licensed professionals that have received Barbering and Cosmetology education which consist of Anatomy and Physiology of Hair, Skin and Nails, Diseases, Disorders, Chemistry, Ecology, Trichology, Health and Safety, etc. This would also be a disservice to the consumer as abolishment would put both parties at a high risk of communicable diseases, chemical damages, hair loss, and permanent skin or nail damage, due to lack of knowledge in health, safety, and sanitation procedures that protect the public.
All licensed professionals, future student professionals, manufacturing companies, and consumers need to understand the importance of opposing HB 1705 by siging petitions, making phone calls, sending emails, and being present to show your disdain for this bill. PROTECT PROFESSIONAL LICENSES AND SAY NO TO HB 1705!

Passing this bill would open the door for all type of unforeseen circumstances such as the spread of disease, using salon establishments as drug fronts and or sex trafficking hubs. I totally understand wanting to create employment for anyone wanting to become a cosmetologist and or barber, however, all considerations should be given to the propensity of illegal activity and communicable diseases. It is imperative that the licensing agency (TDLR) remain in place to regulate the industry and aduquate cosmetology training (1500/1000) clock hours, be given to those interested in the profession.
