August 4, 2010 From: Concerned Citizens To: The Board of Commissioners of the Park District of city of Highland Park Fellow Commissioners. Considering recent discoveries of excessive pay packages by the Chicago Tribune for Mr. Ralph Volpe, Mr. Kenneth Swan and Mr. David Harris we, the undersigned petition the board for: 1. Immediate resignation of all Board of Commissioners and any Board members who Voted for said pay packages 2. Immediate dismissal of Mr. Swan, as the person in charge of Public finances of the Park District and personally gaining from his position at the expense of the taxpayers. 2a. The Board of Commissioners may, at its discretion hire Mr. Swan for training of his replacement for the period not to exceed 6 months at rates not to exceed Mr. Swan’s previous regular pay. No overtime shall be allowed. 3. Not allowing a total annual compensation package for any key park employee to exceed its Illinois peer group by more than 5%. Such compensation package may include any form of compensation. 4. Contracts of all key employees to be made public and easily accessible to the general public on the Park District internet site. 5. Contract proposals for key employees to be posted on the Internet and easily accessible to the general public on the Park District internet site. 6. Generous and sufficient time to be allowed for public discussion of new contract proposals for key employees. 7. Public vote for annual compensation packages for key employees. Such vote to be done over the internet and votes counted by Commissioners. 8. Contract negotiations in private with key employees of the Park District or representatives of key employees to be strictly forbidden. Such negotiations to be recorded and video recordings with full audio to be posted on the Internet and easily accessible to the general public on the Park District internet site. Any written communication as part of negotiation to be posted on the Park District site. 9. Application of the same rules, shall any or all key employees of the Park District be hired on the independent contractor basis. 10. Park District to make all reasonable efforts, including lawsuits, to secure return of the excessive payments, if such payments are deemed illegal. Monthly updates to be provided at the regular Board meetings. 11. Restriction on lump sum payments to employees near retirement so that such payments don’t significantly increase pensions. In the event of significant accumulation of unused vacation days, sick and personal days and other forms of compensation, which may significantly increase (“pad”) pension, such payments shall instead be made immediately after retirement to save taxpayers’ money. 12. No bonus shall exceed 2% of annual salary.
