Bill 112 negatively impacts the average farmer and chicken keeper by limiting the number of roosters they may maintain on land zoned for agricultural use. Roosters are required for poultry farming to produce fertile eggs and chicks, which are in no way associated with cockfighting. Bill 112 is a violation of Hawaii Right to Farm 165-4 “No court, official, public servant, or public employee shall declare any farming operation a nuisance for any reason if the farming operation has been conducted in a manner consistent with generally accepted agricultural and management practices.”
