I am creating this petition because I feel Rodney Chapman deserves to have his name on the Flood Wall Stars. Why, you may ask? Rodney has won numerous basketball titles with Happy Hearts and I hear he was one exciting basketball player to watch. Rodney Chapman is the true definition of a Portsmouth Ambassador. If you have had the pleasure of meeting Rodney you know exactly what I'm talking about. Most of us cannot remember a time without Rodney Chapman gracing us with his presence and I'm sure most of you reading this have been asked for their autograph and signed his book. When I was kid I was always excited to see Rodney, so I could sign his book and get a balloon or a necklace. Now my children are always excited to see Rodney, so they can also sign his book and get a balloon or a necklace. There is no reason why Rodney Chapman should not be on the Flood Wall stars. Rodney Chapman is a true star of Portsmouth and its time for the City of Portsmouth and it's residents to ask Rodney Chapman for his autograph. Forever placing him in our towns history long after Rodney Chapman is gone and if anyone should be remembered it should be Rodney Chapman.

Seeing these names stack up reminds me of how much joy Rodney has brought to all our families over the years. We are nearing a hundred signatures and I need your help to push us over that mark so the city finally gives him the recognition he deserves.

This man is everyone of my child hood memories . One of the greatest and kindest men I have ever had the pleasure of knowing . If you grew up in this town as a kid you know "THE BALLOON MAN "
I meet Rodney 30+ years ago when Spencer’s owned the laundry Matt . He would stay their with my daughter and I if we were alone just for safety and today he still does that yes Rodney needs on the wall
I lived here at the Alexander house and Rodney stops almost every day and sats under the breezeway. Very good Christian man with a great personality alway enjoy talking to him
Rodney has been collecting autographs as long as I can remember. He always carried them in Grocery bags and I’m sure they were quite heavy after awhile! He deserved to have his autograph put on our wall!!!
I always felt honored to sign one of Rodney’s books. He was a welcomed presence at any of our sporting events. I ran into Rodney years after I had signed one of his books, and he remembered my name. Rodney is a genuine Portsmouth icon.
Rodney brings a smile and a hug to everyone. He doesn’t see race, gender or age , he simply sees the good in every human ❤️
RODNEY HAS BEEN A LONGTIME FRIEND, HE ALWAYS GAVE BALLONS TO MY SON AT MOUND PARK OVER 22 YRS AGO THEN DID THE SAME FOR MY DAUGHTER OVER 14 YRS AGO. MY CHILDREN AND I LOVE RODNEY LIKE FAMILY!

I love Rodney like family. He is so genuine and kind. My grandmother Sadie MaeLee Williams adored him and I remember he would come over our house everyday just to visit with her. He is a true legend of Portsmouth and deserve to be recognized..We love you Rodney.
