Ryder Lake Water Service - Engineering Study
We, the undersigned property owners of Ryder Lake, petition the City of Chilliwack (the City) to provide a potable and fire water distribution system within Ryder Lake.
The petitioners understand that this is a two-step process. This first petition is to request the City Engineering Planning Department to initiate a study, to be paid for by the City, to establish a current cost for the project, and an estimated cost for each individual property owner. These results would be shared and explained by the City of Chilliwack.
If the majority of Ryder Lake property owners indicate through this petition that they are in favor of going ahead with this study, then a second petition would be initiated by the City of Chilliwack.
This would be a legally binding petition based on the costs provided in the study. If a majority of property owners then approve this second petition, all Ryder Lake property owners would be required to pay the cost of providing water service to their property line next to the road. The costs of hooking up water to individual homes would be borne by the individual property owners.
If a significant cluster of property owners requesting water is identified by the first petition the City could consider providing water service to only those property owners.
The details of the petition process as outlined above, are explained in this letter from the City of Chilliwack Engineering and Planning Department. If the first petition does not garner sufficient support the issue of providing water service will not be pursued by the City and a second petition will not be held.
The Ryder Lake Farmers’ Institute has agreed to conduct the first petition on behalf of Ryder Lake property owners. This will be an on-line petition. The petition will be open for signature for one month beginning on April 15th 2023. If a property owner is not able to complete the petition on-line, assistance to do so will be provided at the Ryder Lake Hall during the regular Connections Café sessions held every Thursday between 1 and 4 pm, and at the Community cleanup on April 22nd between 10am and 1pm. Individual property owner responses will not be shared except with the City of Chilliwack.
Therefore, I affirm that I meet the following criteria:
- I am a property owner within the Ryder Lake community as defined by the City of Chilliwack.
- I understand that a majority in favour will result in a City of Chilliwack study to confirm the costs to provide water service.
- I understand that a further petition would be then conducted by the City of Chilliwack to determine acceptance of the estimated costs to provide water service.
- I understand that a majority in favour of the City conducted petition would make the costs binding on all property owners.
