The undersigned residents have significant concerns regarding the compatibility of the 71,584-square foot, 74-bed nursing home proposed for approval this Thur Jan 17th 9am by City Council. Neighbors learned of the proposal on ~January 8, 2013 via City’s Planning Commission hearing notice. Our concerns include: 1 Traffic - per traffic engineer, generation of ~300% more traffic than would uses now planned & zoned for (recreation & senior ctr). No incremental traffic study completed & EIR does not address. 2 Safety - Via Fiesta pedestrian and auto traffic currently at unsafe levels especially with street parking & blind spots. Facility proposes to build on busiest corner and staff transportation and emergency vehicles pose a dangerous situation. Safe situation routing and plans not addressed by EIR. 3 Security - issue of "roamers" and handling surrounding pre-school/school children and residents immediately adjacent to facility not addressed by EIR. 4 Zoning and Conflict of Interest - Project seeks both height and zoning changes which conflict with current law & use restrictions. Also, applicant is the 'landowner"; not the company, yet there's been disclosure refusal in identifying operating party. We understand this maybe the company's FIRST nursing home which could pose additional challenges not included heretofore. Due to reasons set forth and lack of advance notice re: Planning Commission Hearing, Petition seeks a 30-day hearing continuance OR a vote to deny the requested Community Plan Amendment Conditional Use and Planned Development Permits currently until above issues have been satisfactorily addressed with neighboring communities.
