An Immediate Scott Highland Safe Access for Everyone (SAFE) path through the Mill Valley Golf Course.

Petition Summary and Background:

Scott Highland is the neighborhood located in the canyon behind the Mill Valley Golf Course. It is connected to the rest of the City of Mill Valley by only one street: Buena Vista Avenue. Buena Vista is a narrow, winding, hilly street which is extremely dangerous for pedestrians and children bicycling because there is little to no shoulder on most of Buena Vista. Additionally, Buena Vista is relatively long, over 0.5 mile, increasing the time of non-motorized travel exposure to unsafe conditions. In light of this dangerous public safety issue, Scott Highland neighborhood is petitioning for an immediate Safe Access for Everyone (SAFE) path through the Mill Valley Golf Course for the following reasons:

  1. To provide a safe route, avoiding Buena Vista Avenue, to connect the neighborhood to schools, public transportation and downtown.
  2. To mitigate auto traffic. A SAFE route for school to and from Scott Highland would significantly reduce car traffic in Mill Valley.
  3. A SAFE route through the golf course would be the least expensive method to connect the Scott Highland neighborhood to the rest of Mill Valley. The SAFE route would utilize the current maintenance paths, put up a protection fence only where needed and preserve the enjoyment and safety of the golfers. This path could be temporary while a more permanent path is considered.
  4. To provide emergency egress in the case of fire or neighborhood evacuation. Everyone in the Scott Highland neighborhood would be at great risk trying to evacuate on Buena Vista in the face of auto and fire equipment traffic.
