The pond located in Phase 1 North Village is owned by the community/homeowners. We do not have to allow the storm water runoff to drain into this pond and further damage(flood) the community. Ph. 1,2 & 3 are North Village. Phase 4 has nothing to do with North Village, that is a separate development under separate rules or none at all.The homeowners of Phase 1,2, & 3 would then be responsible for any maintenance repair to the pond but USED by Phase 4. We are located in a highly prone flood area. North Village does not have proper drainage. The FEMA flood zone is now moved closer to us. New flood zone located on the other side of Colonial Charters. The Waccamaw River can not take on more run off from construction backing up to Stones Edge and then into North Village. North Village Ph.1 has continued to loose value from the decisions of the Declarant , this violates are Covenants & Restrictions. RS Parker had Mr. Stone amended the covenants regarding a street to be built through Lot #3. This amendment took place THE SAME DAY RS PARKER PURCHASED NORTH VILLAGE. He knew exactly what he was doing by amending our covenants & restrictions. Homeowners where NEVER notified of any changes.
