A kormány újabb támadása a tudomány autonómiája ellen

2018-ig a Magyar Tudományos Akadémia önálló költségvetési fejezete tartalmazta az akadémia kutatóintézeteinek központi költségvetési összegét. A kormány által készített 2019-i költségvetés tervezete ezt az összeget az MTA helyett az új Innovációs és Technológiai Minisztérium fejezetébe utalja.

A CEU-ügy után ez újabb súlyos támadás a tudomány autonómiája ellen. A minisztérium, rendelkezve a kutatóintézetek költségvetéséről, jogot formálhat arra, hogy kutatási programjuktól személyzeti döntéseikig minden anyagi vonatkozású kérdéssel kapcsolatban feltételeket szabjon.

A korábbi hasonló intézkedések ismeretében nem meglepő, de felháborító, hogy a kormány ezt a magyar tudomány teljesítőképességét alapvetően veszélyeztető támadást az MTA-val való egyeztetés nélkül, puccsszerűen vezette fel, ezzel a költségvetési tárgyalások idején eleve védekező helyzetbe hozva az akadémiát.

Tiltakozunk a magyar tudomány autonómiáját ért újabb támadás ellen, és követeljük, hogy az MTA kutatóintézeteinek költségvetése maradjon a Magyar Tudományos Akadémia önálló költségvetési fejezetében.

New attack of the Hungarian Government on academic autonomy

Until 2018, the budget of the research institutes of the Hungarian Academy of Sciences (cf. CNRS in France or CNR in Italy) was allocated to the independent budget of the Academy. The planned budget for 2019 as prepared by the government and discussed now in the Parliament, instead assigns this sum to the new Ministry of Innovation and Technology.

After the CEU affair this is another severe attack on academic autonomy in Hungary. By being in control of the budget of the research institutes, the ministry can dictate conditions for all decisions with financial consequences from research programs to personal matters.

Regarding the government's track record of similar measures it is not surprising but yet outrageous that the government has introduced this attack suddenly, without any consultation with the Academy, despite the fact that this bill substantially endangers the potential of Hungarian academic activity, forcing the Academy into a defensive position from the outset of the budgetary negotiations.

We protest against this new attack on the autonomy of Hungarian academia and request that the budget of the research institutes of the Hungarian Academy of Sciences remain allocated to the independent budget of the Academy.
