Supporting Treaty for Improved Access for Blind
The World Blind Union has proposed a Treaty for Improved Access for Blind, Visually Impaired and other Reading Disabled Persons before the WIPO. The lack of availability of reading material in accessible formats for the blind and other reading disabled persons around the world has been a major cause for concern for some time now. A survey by the WBU shows that hardly five percent of published books get converted into accessible formats even in developed countries. While technology has made it possible to distribute accessible copies of books via the internet and other mobile networks, archaic legal provisions in many countries prevent free conversion and import and export of works in accessible formats. This Treaty seeks to create a global platform for distributing works by harmonizing the limitations and exceptions of Copyright laws in different countries to ensure access to knowledge for disabled persons. We the undersigned strongly urge the Indian Government to support this Treaty.
