VICTIMS HAVE RIGHTS!!
Herkimer County New York District Attorney Jeffrey Scott Carpenter says he feels there is not enough evidence to charge Jeffrey Jordan in the sexual assault against Kim Clayton therefore he chooses not to proceed with charges. Victim was beating severely by the defendant on 1-14-12 and took a plea on the assault and pretty much got a slap on the hand. Victim suffered from suppressed memory and did not remember details of any sexual abuse until about 16 months ago and has been working through those memories to make sure all was correct before deciding to press charges as the statute if limitations runs out 1-14-17. Rape kit showed positive sperm and DNA.
